These regulations are formulated in accordance with the "Law of the People's Republic of China on Road Traffic Safety", "Public Security Administration Punishment Law of the People's Republic of China", and other relevant laws and regulations, to further strengthen the construction of the traffic monitoring system in Changsha City, improve the management and service level of traffic monitoring, and ensure the safe and smooth flow of urban traffic.

Article 1 These regulations are applicable to the construction, management, and use of traffic monitoring systems in Changsha City. The term "traffic monitoring system" refers to the combination of hardware, software, and communication networks used to collect, transmit, process, store, and display traffic information.

Article 2 The traffic monitoring system shall be built in accordance with the principles of informatization, intelligence, integration, and standardization. It shall adopt advanced technologies such as video surveillance, image recognition, vehicle detection, and data analysis to achieve comprehensive monitoring of urban traffic conditions.

Article 3 The Municipal Public Security Traffic Police Department shall be responsible for the overall planning, construction, management, and supervision of the traffic monitoring system in Changsha City. The Traffic Police Detachments and Traffic Police Brigades of the districts and counties shall be responsible for the specific implementation within their respective jurisdictions.

Article 4 The traffic monitoring system shall collect and display traffic information such as vehicle flow, speed, lane occupancy, and traffic incidents in real-time. It shall provide functions such as traffic analysis, traffic forecasting, traffic guidance, and emergency response.

Article 5 The collected traffic information shall be used for the following purposes:
Traffic management: Optimizing traffic signal control, guiding traffic flow, and alleviating traffic congestion.
Traffic enforcement: Detecting and punishing traffic violations, and improving traffic safety.
Traffic planning: Providing data support for urban transportation planning and construction.
Emergency response: Assisting in the handling of traffic incidents, reducing the impact of emergencies, and restoring traffic order.

Article 6 The traffic monitoring system shall be connected to the national and provincial traffic monitoring platforms, and shall share traffic information and resources. It shall also be compatible with other urban management systems to realize information sharing and joint operation.

Article 7 The traffic monitoring system shall be regularly tested, maintained, and upgraded to ensure its stable and reliable operation. The collected traffic information shall be stored securely and used in accordance with relevant laws and regulations.

Article 8 Units and individuals shall cooperate with the traffic police in the construction and management of the traffic monitoring system. They shall not interfere with the normal operation of the system or damage the monitoring equipment.

Article 9 Violators of these regulations shall be punished according to the "Public Security Administration Punishment Law of the People's Republic of China" and other relevant laws and regulations.

Article 10 These regulations shall take effect on the date of promulgation.
