Changsha City‘s Traffic Monitoring Deployment Standards284


In order to ensure the efficient and orderly operation of the urban traffic system, improve traffic safety, and provide a safe and convenient traffic environment for the general public, the following standards are hereby formulated for the deployment of traffic monitoring equipment in Changsha City.

1. Deployment Principles

(1) Comprehensiveness and Systematicness

The deployment of traffic monitoring equipment should cover the entire city's road network, including arterial roads, secondary roads, and intersections, to form a comprehensive and systematic monitoring system.

(2) Focus on Key Points

Priority should be given to the deployment of traffic monitoring equipment at key intersections, sections with high traffic volume, and areas prone to traffic congestion and accidents. These locations should be monitored in real-time to ensure timely response to traffic incidents.

(3) Integration and Coordination

The traffic monitoring system should be integrated with other traffic management systems, such as the traffic signal control system, the bus priority system, and the emergency response system, to achieve joint operation and information sharing.

2. Type of Monitoring Equipment

According to the different functional requirements, the following types of traffic monitoring equipment shall be deployed:

(1) Traffic Signal Controllers

Traffic signal controllers shall be installed at intersections to control the flow of vehicles and pedestrians. They can be interconnected to form an adaptive traffic signal control system to optimize traffic flow.

(2) Vehicle Detectors

Vehicle detectors shall be installed at key locations to collect real-time traffic volume and speed data. This data can be used for traffic analysis, congestion monitoring, and incident detection.

(3) Surveillance Cameras

Surveillance cameras shall be installed at intersections, expressways, and other locations to provide real-time video monitoring. They can be used for traffic monitoring, incident detection, and video forensics.

3. Deployment Standards

(2) Arterial Roads

Vehicle detectors shall be installed along arterial roads at intervals of 500 to 1000 meters. Surveillance cameras may be installed at key intersections and sections with high traffic volume.

(3) Expressways

Vehicle detectors and surveillance cameras shall be installed along expressways at intervals of 2 to 5 kilometers. Variable message signs may be installed to provide real-time traffic information.

4. Management and Maintenance

The traffic monitoring system shall be managed and maintained by a designated agency. The agency shall be responsible for the following tasks:

(1) System Operation and Monitoring
